The Utah Legislature adjourned its 2014 session sine die on March 13, 2014.

Governor Gary Herbert has until April 2 to veto or sign legislation. The Governor does not possess a pocket veto. May 12 is the last day a veto-override session may begin.

The normal effective date for bills passed this year is May 13.

The Oregon Legislative Assembly adjourned sine die on Friday, March 7. The 2014 session lasted 33 days, 2 days short of the maximum allowed under the Oregon Constitution.

Lawmakers will now turn their attention to campaigning, as all 60 House seats and half of the 30 Senate seats will be up in November.

The Virginia General Assembly adjourned sine die on Saturday, March 8, 2014. The session ended without a state budget, the result of a standoff on whether to expand the state’s Medicaid program. Governor Terry McAuliffe announced he would call legislators back for a special session to begin March 24.

Before adjourning, the General Assembly passed significant ethics reform, limiting gifts from lobbyists, principals, and persons seeking to do business with the state to $250. The legislation also created the Virginia Conflict of Interest and Ethics Advisory Council, tasked with receiving disclosure forms from legislators and lobbyists and enforcing the newly-created ethics laws.

A new semiannual lobbyist reporting schedule will take effect July 1, 2015, with the first report filed under the new framework due December 15, 2015. The new filing schedule does not affect the annual report due July 1, 2014. The final bill awaits signature by Gov. McAuliffe.

The Legislature adjourned sine die on Thursday, February 20, 2014.

A bill to expand revolving door restrictions passed the House, but did not move out of the Senate Rules Committee.

Gov. Susana Martinez has until March 12 to act on legislation. Any bill failing to reach her desk is now dead.

The Legislature is not meeting this week because of the winter storm in the Carolinas. Most legislative meetings are also canceled.

Gov. Nikki Haley declared a state of emergency on Tuesday, January 28, as light sleet began falling on the state capital.

The Legislature will resume its normal schedule next week on Tuesday, February 4.

Gov. Scott Walker issued Executive Order 129, requiring the Legislature to convene a special session to act on legislation regarding the governor’s new “Blueprint for Prosperity.”

Walker’s plan aims to lower income taxes, property taxes, and state withholding income taxes, while investing part of a $911 million surplus in technical colleges.

Walker has already ordered the Department of Revenue to update the income tax withholding and increase workers’ paychecks starting in April.
