Gov. Eric Holcomb issued Executive Order 20-07 today, postponing the May 5 presidential and state primary elections to June 2.

The governors order is due to the state of emergency he declared on March 6 because of the coronavirus pandemic.

Gov. Mike Parson issued Executive Order 20-03, postponing the April 7 municipal elections to June 2.

The order comes after the state of emergency he declared on March 13 because of the coronavirus pandemic.

The deadline to apply for an absentee ballot is May 20, while in-person absentee ballots may be cast until 5 p.m. on June 1.

On March 19, Gov. Ned Lamont signed Executive Order No. 7G to reschedule the presidential primary election for April 28 to Tuesday, June 2.

The election was rescheduled due to the ongoing public health crisis caused by COVID-19.

The executive order is the governor’s eighth since enacting the civic preparedness and public health emergency declarations to slow down transmission of the coronavirus.

On March 19, Gov. Phil Murphy issued Executive Order 105 to implement changes to state elections in response to COVID-19.

The executive order postpones local elections to be held on March 21, March 31, and April 21 until May 12 the same day as scheduled municipal elections.

The executive order also requires all elections held on May 12 to be done exclusively by vote-by-mail ballots.

Among them were at least four whose families are financial supporters of the president’s re-election campaign, for which Guilfoyle helps lead the fundraising. They ended up pitching in tens of thousands of dollars, passed along to Mar-a-Lago, to help pay for what two people familiar with the planning said was a $50,000 celebration of Guilfoyle’s 51st birthday. Brendan Fischer of the Campaign Legal Center said the party created the appearance of supporters of the president currying favor with his family by steering money into his private business, which he continues to profit from.

Lowe was charged with participating in a conspiracy to defraud the United States through false claims for payment of federal appropriated funds. Days after police say they found him in a hotel room with a collapsed companion and baggies of crystal meth, former Florida gubernatorial candidate Andrew Gillum announced plans to enter rehab for alcohol abuse. According to a Miami Beach police report, officers responding to an overdose call at the found Gillum in a hotel room with two other men and too inebriated to talk. Gillum issued a statement saying he was in Miami to celebrate a wedding and had too much to drink. He said he has never used methamphetamine. His decision to step away from the spotlight clouds a political career that seemed to have no ceiling.

A growing number of states and localities are taking steps to ban such discrimination, often led by young African American lawmakers like Smith.

The commission was tasked with formulating a new campaign finance system for state elections. Recorded conversations, texts, and emails name-checked a who’s who of North Carolina elected officials as Greg Lindberg, who owns a slew of businesses, pressed for a lighter regulatory touch on his insurance companies. A jury convicted Lindberg and his political fixer, a John Gray. Jurors agreed with the FBI and prosecutors that the men offered state Insurance Commissioner Mike Causey campaign donations if he would replace a key regulator in his department. Causey wore an FBI camera that took in not only evidence of the crime, but also offhand remarks that tease at a larger tale, leaving substantial questions unanswered.

Wisconsin – Democrats Sue to Extend Wisconsin Primary Voting Deadlines

A lawsuit filed by Democrats in Wisconsin and Washington, D.C., asks state election officials to extend absentee voting deadlines and suspend certain voter registration rules for the April 7 primary in light of widespread disruptions caused by the COVID-19 pandemic. The complaint brought by the Democratic National Committee and Wisconsin Democratic Party names the six commissioners of the bipartisan Wisconsin Elections Commission as defendants. The Democrats argue that forced confinement and social distancing implemented to slow the spread of the novel coronavirus will prevent people from voting, regardless of whether they are able or willing to leave their homes.

Texas Gov. Greg Abbott issued a proclamation on March 18 allowing local governments the option to postpone the May 2 uniform election until November 3.

If a local election is postponed until November, it will postpone Texas Ethics Commission filing deadlines associated with that election.

However, if a political subdivision opts to hold local elections on May 2, the deadlines for campaign finance reports filed by candidates, officeholders, and PACs for races or measures on the May 2 ballots remain the same.

The Texas Ethics Commission does not have the statutory authority to extend these types of filing deadlines.

The 30-day pre-election report for the May 2 uniform election is due by April 2.

The eight-day pre-election report is due by April 24.

Alabama officials held a press conference announcing the March 31 runoff election will be postponed until July 14.

The press conference was held by Gov. Kay Ivey, Secretary of State John H. Merrill, and Attorney General Steve Marshall.

Merrill believes this new date will allow for the electoral process to continue in a normal manner.

He also says the delay will allow all local election officials the time to assess and evaluate the changes needed to ensure the runoff election is administered according to plan.

The Puerto Rico Democratic presidential primary and special election to fill the seat of former Sen. Larry Seilhamer Rodriguez will be postponed.

The elections will be postponed until April 26 in response to concerns of COVID-19.

Rodriguez resigned from Senate District 5 effective January 15, citing his desire to spend more time with family.

If the emergency caused by COVID-19 continues until April 26, the president of the State Election Commission and the president of the Democratic Party in Puerto Rico may choose an alternate date.

The Wyoming Democratic Party has canceled all county conventions and the in-person portion of its upcoming caucus.

The party has taken the precautions over increasing concerns around the coronavirus outbreak.

The events to assign Wyoming’s 13 pledged delegates, scheduled for April 4, will now be handled exclusively through the mail.

Voters can still drop their ballots off in person at one of the party’s dozens of collection spots around the state.

Voters can drop off their ballots on March 28 and April 4, and have them postmarked by March 20.

The change is not anticipated to interfere with any of the traditional functions of the caucus itself.

However, county delegates to the state convention, normally selected in person, could be elected by other means, pending approval by the Democratic National Committee.

As of now, the June 6 state convention in Powell is on schedule.

Gov. Larry Hogan has announced the April primary elections have been postponed until June 2.

The special election for the 7^th Congressional District held by the late Rep. Elijah Cummings will still take place on April 28.

However, the election will be a mail-in only election, becoming the first federal election to shift to mail voting in response to COVID-19.

The Board of Elections will mail ballots out to all eligible voters later this month.

On March 17, the Federal Election Commission (FEC) announced it will be receiving but not processing mail.

The FEC closed its offices to visitors on March 13.

The delay in processing is due to the bulk of the agency’s staff teleworking in an effort to limit the spread of the coronavirus.

This affects all documents submitted on paper, including:

• • Non-electronically filed reports
  • Advisory opinion requests
  • Enforcement complaints
  • Court-case documents

While campaign finance reports filed electronically will be processed in the normal fashion, the FEC will not be processing campaign finance reports filed by mail or other delivery services until the agency resumes normal mail operations.

The FEC maintains filers should still continue to file their reports on time.

The FEC does not have legal authority to extend any deadlines, but it “may choose not to pursue administrative fines against filers prevented from filing by reasonably unforeseen circumstances beyond their control,” according to its press release.

All electronic filing systems, web-based programs, and the agency’s website remain online and functional.

The FEC staff will still respond to all telephone and email inquiries.
