Florida Special Election Scheduled

Gov. Ron DeSantis called for a special election in Florida Senate District 11 to replace Sen. Blaise Ingoglia. Ingoglia vacated his seat after accepting the position as the state’s chief financial officer. The primary election will take place on September 30, with the general election set for December 9.

Tennessee has called for a special election in U.S. House District 7 to replace retiring Congressman Mark Green. Green decided to resign his seat after voting for President Trump’s spending plan. His final day in Congress will be July 20. The special primary election is set for October 7, with the special general election set for December 2.

Gov. Albert Bryan Jr. called for a special session beginning August 1st. The session will consider three critical legislative proposals aimed at restoring fiscal discipline, promoting fairness, and strengthening public confidence in government. The bills will be focused on health insurance, legislator pay and pension, and required leave of absence for government employees seeking office.

The special primary election is set for September 30, with a runoff scheduled for October 28. The special general election is set for January 13, 2026.

Hillsborough County is to hold a special election for the District 5 seat on the Tampa city council. The election was called to replace former city councilor Gwendolyn Henderson who passed away. The election will be held on September 9.

Florida adjourned sine die June 16 making it one of the longest sessions in the state’s history. The bills that were passed included budget bills, the General Appropriations Act, and an annual tax package. The budget bills were the most difficult to pass and were the reason for the prolonged session.

Louisiana adjourned sine die June 12. One bill sent to the governor increases the gift limit for public servants to $200 and allows public servants to accept invitations to charitable informational events. If signed it will take effect immediately. Other bills that passed include was pharmacy reforms, medical insurance, and immigration.

Gov. Brian Kemp has called for a special election in Senate District 21 to replace former Sen. Brandon Beach. He resigned from his seat after he was appointed U.S. treasurer by President Trump. The election is set for August 26 with the possibility of a runoff.

Gov. Glenn Youngkin has called for a special election in U.S. House District 11 to replace Congressman Gerald E. Connolly, who passed away on May 21. The election will be held on September 9.

The governor signed Senate Bill 199, which will remove the requirement for legislative lobbyists to submit semi-monthly reports while the General Assembly is in session. Instead, lobbyists will be required to submit a single report due on the fifth of each month. This requirement matches the reporting requirements for lobbyists who seek to influence local governments, state agencies, and the State Transportation Board. This bill will come into effect on January 1, 2026. Until then all lobbyists are still required to submit reports on the current schedule. Additionally, Senate Bill 199 modifies the PAC reporting due dates to January 31, April 30, July 31, and October 20 of each year until the bank account has been zeroed out and the PAC has been terminated.

The Alabama Legislature adjourned sine die May 14 amid a lengthy filibuster. Lawmakers were unable to pass a number of bills due to friction across the aisle. One of the few bills to make it to the governor and singed was a bill changing the date of the presidential primary from the fourth Tuesday in May to the second Tuesday in May.

The South Carolina Legislature adjourned sine die on May 8. This was the first year of the two-year legislative session and only 81 bills were sent to the governor. Any bills still alive will be carried over to the 2026 session. Carried over bills include a lobbying bill requiring additional reporting and a bill that would increase the campaign contribution limits for non-statewide offices from $1,000 to $3,500.

The Arkansas Legislature adjourned sine die on May 5. Several campaign finance bills were passed during this session. Contribution limits were reset to a base of $2,000, and emergency filing of paper campaign finance reports has also been approved. Additionally, rules have been put into place to prevent individuals from acting as agents of foreign principals without true and complete registration statement and supplements with the Arkansas Ethics Commission. This does affect lobbying reporting. The final monthly legislative lobbyist report will be due on June 10.
