Rhode Island General Assembly Cancels Sessions For Another Week

Lawmakers have extended the postponement of the legislative session to contain the spread of COVID-19.

General Assembly sessions and committee hearings for the week of March 30 to April 3 have been canceled.

This does not affect lobbyist reporting.

Connecticut General Assembly leaders announced legislative business will be postponed for another two weeks until April 13.

The legislative session was originally postponed until March 30, but since the last announcement one legislator has tested positive for COVID-19.

Lawmakers will reassess the situation the week of April 6 with the possibility of canceling the rest of the session.

This does not immediately affect lobbyist reporting.

On March 25, the General Assembly passed Senate Bill 422 to move the state general and presidential primary election from April 28 to June 2.

Lawmakers passed the postponement due to ongoing COVID-19 concerns.

Additionally, Gov. Tom Wolf has indicated his support for rescheduling the election and is expected to sign the bill into law.

Due to ongoing COVID-19 concerns, the Office of State Ethics announced a 30-day grace period for first quarter client lobbyist reports due on April 10.

Any client lobbyist unable to meet the April 10 deadline will have until May 10 to file their lobbyist activity reports.

During the public health emergency, the ethics office is available remotely and response times may be delayed.

On Tuesday March 24, Gov. John Carney announced a sixth modification to his state of emergency declaration due to COVID-19.

The order postpones Delaware’s presidential preference primary from April 28 to June 2, and any elections for school board members scheduled for May 12 to June 16.

Additionally, local elections to be conducted before May 15 are to be rescheduled by the municipality.

Under the order, the terms of existing officeholders continue until the results for any rescheduled elections are certified.

Speaker of the Legislature Tina Rose Muña Barnes announced the postponement of the legislative session indefinitely to help contain the spread of COVID-19.

Additionally the postponement includes the emergency session expected to convene on March 23.

The purpose is to discuss a bill relating to an unemployment benefits program.

Finally the Legislature is exploring the possibility of holding virtual sessions for the unemployment bill and state budget.

On March 22, Gov. Ned Lamont signed Executive Order No. 7J to provide for rapid state government response to the public health and civil preparedness emergency.

The executive order authorizes Secretary of the Office of Policy and Management or the Commissioner of Administrative Services to take any action deemed necessary to expedite property transfers, assignments of space and leasing, or use of real property by the state required to respond to COVID-19.

Additionally, the executive order modifies Connecticut General Statutes sections 4-252, 9-612(f)(2)(E), and Executive Order 49.

The order requires disclosure of certain gifts and campaign contributions by state contractors and prospective state contractors for state contracts over $50,000.

The order also modifies the requirements for competitive solicitations for certain state purchases and contracts.

Gov. Lamont issued the executive order to facilitate transfers of medical equipment donated or for sale to the state to battle the spread of the coronavirus.

The executive order is in effect for the duration of the public health and civil preparedness emergency, unless modified or terminated by the governor.

In response to COVID-19 concerns, the Board of Elections voted to request Gov. Gina Raimondo postpone the presidential primary from April 28 to June 2.

The board also requested the June presidential primary be a substantially vote-by-mail election.

On March 23, Gov. Raimondo has indicated her intent to follow the Board of Election’s recommendations and issue an executive order to reschedule the election.

Due to Governor Baker’s Executive Order 591, declaring a state of emergency in response to COVID-19, leaders of the Legislature have rescheduled elections set for March 31.

President of the Senate Karen Spilka has ordered the elections to fill the vacancies in Plymouth and Barnstable District and 2nd Hampden and Hampshire District to take place on Tuesday, May 19.

Speaker of the House Robert DeLeo has ordered the elections to fill vacancies in 37th Middlesex District and 3rd Bristol District to take place on Tuesday, June 2.

Lawmakers also enacted Senate Bill 2608.

Senate Bill 2608 will authorize any city or town with any municipal caucus or annual or special municipal election scheduled to take place between March 23 to May 30 to postpone the election if necessary.

The bill is currently awaiting the governor’s signature for approval.

The Delaware General Assembly has postponed the legislative session indefinitely.

Lawmakers originally postponed the session until March 24, but have extended the delay after reevaluating the COVID-19 situation.

The General Assembly is determining how to pass emergency legislation regarding the coronavirus and pass the state budget.

Speaker of the House Nicholas A. Mattiello and President of the Senate Dominick J. Ruggerio, in collaboration with the Department of Health, have announced sessions and all committee hearings for the week of March 23 to March 27 have been canceled.

The General Assembly had previously canceled sessions for the week of March 16 to March 20 due to COVID-19.

This does not affect any lobbyist reporting.

On March 19, Gov. Ned Lamont signed Executive Order No. 7G to reschedule the presidential primary election for April 28 to Tuesday, June 2.

The election was rescheduled due to the ongoing public health crisis caused by COVID-19.

The executive order is the governor’s eighth since enacting the civic preparedness and public health emergency declarations to slow down transmission of the coronavirus.

On March 19, Gov. Phil Murphy issued Executive Order 105 to implement changes to state elections in response to COVID-19.

The executive order postpones local elections to be held on March 21, March 31, and April 21 until May 12 the same day as scheduled municipal elections.

The executive order also requires all elections held on May 12 to be done exclusively by vote-by-mail ballots.

Due to ongoing COVID-19 concerns, the New York City Office of the City Clerk has announced an extension for the lobbyist activity report.

The current report covers the period of January to February.

The lobbyist activity report is now due on March 31.
