Gov. Lamont called for a second special session to convene on September 26.
This session is seeking the approval of several pieces of legislation, including changing the date set by state statute for Connecticut to hold its presidential preference primary and also authorizing the Office of Secretary of the State to retain election monitors in certain municipalities.
Connecticut is currently one of the last states in the nation to hold its presidential primary.
The legislation being considered will move the date of the primary up four weeks from the last Tuesday in April to the first Tuesday in April.

Lt. Gov. Sheila Oliver died unexpectedly after a brief hospitalization on Tuesday, August 1.
At the time, Oliver was acting governor while Gov. Phil Murphy was out of the country.
In the absence of both Murphy and Oliver, the duties of acting governor went to Senate President Nicholas Scutari.
Oliver’s three-decade political career includes becoming the first Black woman to hold a New Jersey statewide elected office.
Under the state Constitution, Murphy now has 45 days to select a successor for Oliver’s elected position.

Vermont legislature held a veto session on Tuesday, June 20.
During the day-long session, lawmakers successfully overrode five gubernatorial vetoes.
The bills now passed include House Bill 217, which institutes a new payroll tax to raise revenue for child care, and House Bill 305 relating to the Secretary of State’s Office of Professional Regulation.
Notably, lawmakers also overrode the Governor’s veto on the 2024 state budget thanks to a 105-42 vote in the House and a 25-5 vote in the Senate.
The three bills that were vetoed but did not come up for a vote during the override session are eligible to be overridden when the legislature reconvenes in January 2024.

The Legislature is scheduled to return from June 20 to June 22 for a veto session.

Lawmakers considered over 2,800 pieces of legislation during this time and managed to pass over 1,600 bills in both the House and Senate.
Notably, the Legislature passed a “mini-budget” providing funding for urgent items for the state.
Budget negotiations will continue and the Legislature is scheduled to reconvene on April 12.

Lawmakers have until January 27 to act on the amendment in order for it to make it onto the May primary ballot.

New York has expanded the ethics training requirements as part of the new Ethics Reform Act of 2022.
Lobbyists, contractual clients, and beneficial clients will now be required to take the new Ethics for Lobbyists and Clients online course available January 18.
For purposes of training compliance by organizations, the chief administrative officer is responsible for taking the training on behalf of the organization.
Those registered before the course launch will have until March 18 to complete training.
In order to avoid duplicate training, co-lobbyists and sub-lobbyists listed on a 2023-2024 Statement of Registration will not be required to take the training until they submit their own registration.

Ohio State Sen. Sandra Williams announced her resignation this week to take a position in the public sector two months before the end of her term.
Along with resigning from the 21st Senate District seat, Williams has also withdrawn her name as a candidate for Ohio’s 18th House District.
The resignation will go into effect on Monday, June 6, and will not trigger a special election in the state.

Last week Tennessee lawmakers overwhelmingly passed House Bill 1201, which requires 501(c)4 organizations to disclose any expenses over $5,000 in the 60 days leading up to an election when using candidate names and images.
The bill seeks to create more transparency for dark-money groups and enhances disclosure laws around campaign service companies.
The bill now goes to Gov. Bill Lee for approval.
